Heater fan works only when heating is off. When heating is on the fan does not work. Changed thermostat but that didn't fix the problem.

We have a two story three bedroom house with a bonus room over the garage. The heating and air conditioning blast out of the two vents in the ceiling in the bonus room but they just trickle out in the other rooms. I was wondering if there could be a reason for this so we can fix it. Our gas bill is high in the winter and our electric bill is high in the summer.

We are building an addition to our home. The current HVAC unit can support the entire house including new construction, we need ducting run. The hard part is that the unit currently pushes air into the floor, the existing ductwork is in the foundation, but the new duct would have to go through the roof. We don't want to replace the current unit if it can be avoided. Thanks.
